"Torbay Council purchased SPAR.net as a cost-effective solution to automating its performance reporting arrangements. As a unitary authority the Council has a whole series of both local and national performance indicators that need to be monitored and reviewed on a regular basis. The installation of SPAR.net enabled this process to be streamlined and it established a consistent method of reporting.

The Council is now using SPAR.net to monitor progress against its Strategic Plan and Best Value Performance Plan. The key Council performance monitoring information stored in SPAR.net is presented at regular meetings involving the Council's Executive and Directors. The key directorate information is presented to directorate Performance Boards that contain the senior staff in the relevant directorate, the Executive Member, Scrutiny Members and external representatives.
